The portal plus the new free transfer rule (one-time) will have very wide-reaching effects, especially if it leads to open free transfers as some are thinking. Right now the rule is one free, and does not apply to those that have already done a transfer. Any other transfers will have to sit a year or apply for a waiver that is supposed to be harder to get.
